New Delhi: Amidst pandemic, the much awaited monsoon session of the Parliament will commence from Monday with limited sitting hours which is unprecedented in the history of Indian Parliament.
Due to absence of many senior members, Parliament may loose its usual flavour this time.Yet the Government is ready to push for as many as 17 new bills, many of which requires wide debate, for passing in this short session with ‘limited number of MPs in presence. Many of the bills may envisage wider reform in economic and farm sector and .
Already oposition parties’ MPs plan to register their protest with the Presiding officers of both Loksabha and Rajyasabha as they feel the new bills require a scrutiny in either standing committee of select committe of Parliament.
Loksabha Speaker and Chairman of the Rajyasabha have decided not to have question hours and the time of zero hours has also been curtailed for only half an hour. Opposition members are all set to raise different issues like Chineses aggression in the LAC, downturn of economy which is on record low since independence.
Moreover many senior members of Parliament have already written to the Presiding officers for not attending the house as they are vulnerable for Corona virus for their old age.
During the Corona crisis, the Union Government has promulgated as many as 11 ordinance which have far reaching effect on the economy and need to be discussed. Many MPs of different parties want some of them like those relating to the finacial tax concessions for the corporates to the standing committee. A mong the new bills, Finance ministry will push for Bilateral Netting of Financial contracts ,The factories Regulation (amendment) bill, the pension Fund Regulatory and development bill and Foreign contribuution bill to regulate funding from abroad for the NGOs. The Ministry is also planning a supplementary budget for this financial year which may triggers many debate on the financial sectors.
During the budget, Finance Minister Nirmala Sitharaman had proposed to separate National pension scheme from the Government pension scheme and to run the NPS by the employees themselves, not by the Government. So as per the proposed amendment, the Government will not be involved in running the pension fund, instead it will be run by theemployees as trust.
Home Minister Amit Shah will introduce a bill on Jammu and Kashmir official language bill to recognise Urdu, Kashmiri, Dogri, Hindi and English as official languages. Hindi will be recognised in the state as official langusge for the first time. An Amendment to section 8A of the representation of peoples act is also listed to allow the Government and election commission to constitute Delimitation commission to redraw the boundaries of constituencies in the states of Arunachal pradesh, Assam, Manipur and Nagaland. Whether this has any link to governments effort for a peace accord with Naga rebels is yet to be seen. As the details of the bills are not revealed, it is also not known whether this amendment will lead to delimitation of newly divided tate of Jammu and kashmir as Union Territory.
Besides these, 23 bills are already pending in both House of the parliament. As per the decision of the presiding officers, Loksabha will sit from 9 AM to 1 pm on 14th September and Rajyasabha will sit from 3 PM to 9 PM on that day. From 15th september to 1st October, the Loksabha will sit in the afternoon and Rajyasabha in the morning. Rajyasabha will elect its new deputy chairman on the very first day and Mr Harivansh Narayn Singh, former deputy chairman will be elected easily though the Oppositio has jointly fielded Monoj Jha from RJD for the post. But Loksabha is yet to get a Deputy speaker after 12019 election. Opoosition parties are demanding deputy speaker from among them .
