New Delhi: Promising free and fair polls soon, Prime Minister Narendra Modi on Thursday said a new era has begun in Jammu and Kashmir and Ladakh with the abrogation of Article 370 and 35(A) of the Constitution, which were the main hurdle in the development of the state.
It was because of the existence of these provisions that the people of the state were deprived of the benefits of many important laws made by the Parliament of the country, the Prime Minister said in an address to the nations in the wake of the Bill abrogating the controversial Article coming into force.
”As a nation and as a family, we have taken a historic decision; A dream dreamt by Sardar Patel, Baba Saheb Ambedkar, Dr Shyamaprasad Mukherjee, Atal Bihari Vajpayee and crores of patriots is now a reality,” he said
Seeking to allay any misgivings in the mind of the Kashmiri people, the Prime Minister said the main aim of the decision was to bring them at par on the development ladder of the country.
He said the Article 370 was used by Pakistan to fuel the feeling of separatism, terrorism and it
promoted dynastic rule.
Mr Modi said it was strange that nobody was talking about the harm this provision had done to the people of the state.
Pointing out the discriminatory nature of the Article 370, he said the Safai Karmacharis in Jammu and Kashmir did not have the benefits given to those in other places, and minority and dalit protection laws did not apply to the state.
He assured the people of Jammu and Kashmir that they will soon get an opportunity to elect their
representative in a free, fair and transparent polls, adding that the Union Territory status was only temporary.
Let us create a new Jammu and Kashmir and a new Ladakh, he said.
Stressing that freedom from Article 370 was a reality, he appealed to those who disagree to put the nation first and help the government in doing work for the good for the people.
”Some steps had to be taken to implement the decision. And people were bearing with us, only a few people were trying to misguide them,” he said.
He sought to underline that in last few months of Governor’s rule, effects of good governance and development were starting to show on the ground, with the work on irrigation and power projects, roads and rail connectivity, airport modernisation etc moving at a fast pace.
Moreover, the government employees of Jammu and Kashmir, including Police, will get the same benefits as government employees in other Union Territories like LTC, HRA, education and health benefits, Modi said.
The Prime Minister also assured that all Central and state government posts would be filled in Jammu and Kashmir, which would lead to employment generation, and private firms would also be encouraged to generate employment opportunities.
Stating that Kashmir was once the preferred destination for Bollywood movies, he said resumption of film making with normalisation of circumstances would provide employment.
The Prime Minister sought to assure the people that the circumstances will improve slowly and their plight will be mitigated.
Wishing people ahead of Eid-u–Azha, he said it will be ensured that the people did not face any
difficulty in celebrating the festival.
